The best option for a school depends on the number of areas that you want to monitor.  Most often, a system in which the administrator is paged as soon as a smoker lights up is the most effective option.

One per restroom with long range (1000') RF transmission to silently transmit to the receiver when triggered.		  
1 Multi Channel Receiver
Can receive signals from up to 12 detectors.  Can alert via sounds/LED or work with paging system. 		 
1 Repeater
(only if signal must be boosted due to range or interference)		  
1 Paging transmitter (cabled to receiver)
Retransmits signal with restroom number to pager		  
2 Pagers
Alerting male and female administrators where smoker has lit up
